The Lorentz gas approximation to the Boltzmann collision integral for a weakly ionized gas is generalized to the case of a flowing gas, and the electron distribution function for such a gas in a time-varying electric field is derived. Several limiting cases are discussed. The results are applicable to problems of shock waves, gas lasers, and plasma-microwave interactions.
