Using the CLEO detector we have observed the Cabibbo-suppressed decays D0→K0K¯0, K+K-, and π+π-. We determine B(D0→K0K¯0)= (0.13-0.05-0.02+0.07+0.02)%. Our measurement B(D0→K+K-)/B(D0→π+π-)=2.35±0.37±0.28 represents asubstantial improvement over previous results. We find no evidence for the decay D0→π0π0, and place a 90%-confidence-level upper limit of B(D0→π0π0)<0.46%.
